Diane Conklin, a retired attorney and United Nations employee, represents the Mussey Grade Alliance at all meetings with the Ramona Water Board Committee. The Water Board is responsible for contracting the California Department of Forestry (CDF) to provide fire protection services to the town of Ramona. Members of the Mussey Grade Alliance (residents along Mussey Grade Road) are urging the Water Board to investigate the CDF’s culpability with respect to the Cedar Fire disaster. Specifically, residents want to know:

Why CDF officials made the decision to not fight the fire when it was less than five acres in size, knowing the Santa Anna winds would be starting up around midnight;

Why the CDF refused a slurry drop by a Sheriff's helicopter around the time another helicopter was rescuing the hunter who started the fire;

Why the CDF declined the marine's offer to help extinguish the fire;

Why Mussey Grade residents were never notified to evacuate; and

Why fire trucks were never dispatched down Mussey Grade Road.
